Kirk is an educator, mentor, and leader committed to advancing the assessment profession. He has developed IAAO courses, served on key committees, and inspired countless professionals to earn designations and step into leadership roles. Known for his collaborative approach and innovative thinking, Kirk works tirelessly to share knowledge, guide colleagues, and strengthen the profession he loves.
Advancing Appraiser Education
In 2021, North Carolina brought home the IAAO Virginia Cup, awarded to the state with the most new professional designations. The win reflected years of dedication to advancing appraiser education, an effort led by Kirk Boone.
Kirk built a plan to motivate and mentor candidates through each designation step, celebrating every new achievement along the way. His structured approach helped create a wave of success that continues through North Carolina’s Candidates Club and serves as a model for other states.
Kirk’s commitment to education, mentorship, and professional growth embodies his belief that investing in people strengthens the entire assessment community.

Service When It Matters Most

Disaster Response Leader
Led damage assessment training and support efforts to aid county assessors in navigating the complex property evaluations required after Hurricane Helene’s widespread devastation.

Advocate for Public Awareness
Delivered impactful presentations that empower property tax professionals to recognize indicators of human trafficking and contribute to prevention efforts within their communities.

Created and continues to moderate enduring resources, such as the weekly Assessor Town Hall, fostering collaboration and knowledge-sharing among North Carolina assessment professionals.
Uniting Counties Through Reappraisal Education
North Carolina’s 100 counties may differ in size and resources, but every assessor shares the same goal: fair and equitable taxation. To bring counties together in that mission, Kirk created the Reappraisal in North Carolina course, now a 30-hour CE program with more than 130 students participating both in person and online.
By using polling software and a hybrid format, the course engages participants, gathers feedback, and connects assessors across jurisdictions of all sizes. Experienced counties share practical reappraisal solutions so every jurisdiction, large or small, can find strategies that work.

Kirk’s vision builds a stronger network of assessors statewide, proving that when North Carolina counties learn from one another, everyone’s reappraisal efforts improve.


Reaching Across Borders
In January 2023, Kirk welcomed three professors from the University of Warmia and Mazury in Poland. They traveled to the United States on scholarship to study mass appraisal and property tax systems as a model for development in their home country.
Kirk organized meetings and guided discussions with local, state, and national property tax professionals, providing opportunities for meaningful exchange and shared learning.
The visit concluded with a summit at the School of Government, where then-IAAO President Pat Alesandrini joined the group. The experience reflected the value of international collaboration and Kirk’s belief in the importance of connecting professionals across borders to strengthen the field.
As a direct result of this visit, the delegation applied for the Richard Almy Grant and petitioned to become members of IAAO, further extending the Association’s reach and influence internationally.
